Can I collect unemployment if I'm forced to quit in NJ?

I just found out that my company is cutting my pay from 40 hours/week to 16 hours/week due to the poor economy. I know that I can collect partial unemployment but I have done the math and since I am the breadwinner in the family, we can not afford to live in NJ on that income. Can I collect unemployment in NJ, even if I quit, due to cost of living and being forced to move to another state? Should I better ask my boss to lay be off? Thank you.
