Laws in NJ for dating (18 yr old and under 18 yr old)?

I have a friend who is 14 and she has been hanging out with this guy who is 18. Would it be legal in the state of New Jersey for her to date him? Please help her out, I didn't know what to tell her when she asked me this because I wasn't sure myself. Thanks so much. - Liza
